    Neighborhood Investment Plan

    The Neighborhood Investment Plan is the City of Grand Rapids' grant funding plan for housing and community development activities. The City provides funding to support a variety of programs and projects that help achieve the Plan's goals. These investments achieve specific outcomes that make an impact in the community.

    Grant Programs

    The Community Development Department administers the following federally-funded grant programs:

    • Community Development Block Grant Program (CDBG)
    • HOME Investment Partnerships Program (HOME)
    • Justice Assistance Grant Program (JAG)
    • Emergency Solutions/Shelter Grant Program (ESG)
    • Neighborhood Stabilization Program (NSP)

    Income Limits
    The CDBG, HOME and ESG programs operate under federally established income guidelines. The guidelines are based on median family income for the area, currently defined as the Grand Rapids - Wyoming MSA, and are adjusted annually. The JAG program does not operate under any income guidelines.

    Geographic Targeting
    Some of the activities funded under the Neighborhood Investment Plan have geographic targeting requirements.
